[FIXED JENKINS-9330] Implemented JENKINS-9330. Changed message for a tab that has no jobs, so that it has a link to create a new job.

The rpm should create a new config with .rpmnew instead of rotating out existing configs.
This is a fix for JENKINS-10037.

Most notably, we weren't expanding environment variables. (CLOUDBEES-1403)

And there's no need to maintain the password in memory anyway.
