[JENKINS-25046] Drop sessions when logging out

A user reported a 431 Header Fields Too Large
The cause was lots of accumulated JSESSION records in the user's cookie.

As an admin, I suggested logging out, because, ideally, that should clear the user's
cookies.

Except it didn't do that.

Now it should...
