Update oracle to public jdbc8 19.10.0.0 driver and fix XY and XYZM test failures (#766)

* Fix oracle build
* Fix up oracle tests, can now be run even without local oracle database

Any tests that require an oracle connection are skipped, this was good enough to notice functionality that has improved now that XYZM coordiante sequences are available.
