<select> should retain the initial value as the candidate (instead of showing the empty select box until the values get filled in.)

This is useful in retaining the currnet value in case the candidates filling didn't work (for example, the other system we talk to is down.)

PRE/POSTAMBLE to Base64 encoded stream, so no preambles are found when
the console bytes are scanned (as they got encoded).
Fix this, and also apply the atomic-write change to encodeTo(Writer).

[FIXED HUDSON-8033] Prevent AbstractMethodError if a plugin implements a Queue.Executor which does not extend AbstractBuild.
