processPlugins and resolveDependencies are now configurable

* origin/rc:

javadoc are removed.

Shouldn't be pulling any snapshot dependencies from
maven.hudson-labs.org

add a workaround ONLY for maven2 builds

UpdateCenter is modified to use PageDecorator in
862b79cc (and main.jelly removed in
3bf4b46b)
